LONG BEACH FREEWAY (I-710) LONG LIFE PAVEMENT REHABILITATION PROJECT
This is the second of a three-phase project to rehabilitate I-710 pavement in both directions. The first phase extended from Pacific Coast Highway (SR-1) to I-405 and completed in 2003. The current second phase, which began last year, stretches nine miles from I-405 to Firestone Boulevard. Phase two construction will complete in 2012 at a cost of $164.5 million. The third and final phase, tentatively scheduled to begin spring 2012, will continue this pavement strategy to the Santa Monica Freeway (I-10). The work involves rehabilitating aging pavement and providing the roadway with several decades of service life, improved pavement performance and a smoother ride for the traveling public. The Long Life Pavement strategy will result in less future maintenance, thereby minimizing traffic delays, costs and impacts on surrounding communities and the environment.
Roadway widening will occur where possible to provide standard lanes and shoulders, widening the Compton Creek bridge and Atlantic Avenue undercrossings, and overlaying the existing pavement with 10½ inches of Long Life Asphalt Concrete. Fiber optic cables, Closed Circuit TV, Changeable Message Signs and ramp meters will be installed for traffic management and monitoring.
Safety enhancements include replacing the double metal beam barrier with a heightened concrete median barrier to reduce headlight glare, drainage improvements, upgrading lighting and sign illumination systems and on-ramp and off-ramp improvements and maintenance features.
PROJECT STATUS
Concrete median barrier installation is near completion. Work continues on widening the roadway, where possible, to provide standard lanes and shoulders. Widening the Compton Creek bridge and Atlantic Avenue bridge undercrossings is scheduled for completion in winter, 2008. The majority of the mainline roadway pavement work is taking place between now and 2010. This work requires cracking the existing pavement, then reusing it as a strong foundation base, followed with an Asphalt Concrete (AC) overlay.
EXTENDED WEEKEND CLOSURES
A series of up to seven extended weekend closures from Saturday overnight to Monday morning are scheduled for fall and winter 2008. Additional full freeway closures will continue intermittently throughout 2009 and 2010. The extended weekend closures begin with a seven-hour full freeway closure to install moveable median barriers to permit the shift of all motorists to the northbound side of the freeway. All work will occur in the southbound lanes during the initial seven extended weekend closures. Lane reductions will be in place, providing two lanes for northbound motorists and three lanes for southbound motorists. Speeds will be reduced to 45 mph. Oversized loads will not be permitted during extended weekend closures due to narrower lane widths. To decrease delays, motorists are advised to use alternate routes around the project area.

WEEK NIGHT LANE CLOSURES
Due to the high volume of traffic along this segment of I-710, much of the construction is occurring overnight during weekdays when traffic is lighter. Temporary weeknight lane closures will take place as needed.
Motorists can expect delays. Detours will be available during the following planned extended weekend closures:
CLOSED RAMPS: CLOSED FREEWAY CONNECTORS: Beginning Saturday at 6 a.m. until Sunday at 11 p.m., a reduced number of lanes on northbound I-710 will be open to motorists. All traffic will flow in northbound I-710 lanes while construction continues in southbound I-710 lanes throughout the weekend. All closures are weather permitting, as paving requires temperatures above 50 degrees and dry weather.
